One of America's biggest unions didn't start to fight for higher pay. It started to stop
politicians from handing out jobs to their unqualified friends. Back in 1932,
during the Great Depression, a few state workers in Wisconsin got nervous.
They saw politicians trying to dismantle the civil service system—the thing that made sure jobs
were based on merit, not who you knew. They formed a group to fight back, and that group became
AFSCME. At first, their main tactic was just lobbying to protect these
jobs. But things changed. Fast forward to the 50s and 60s, and the union's
new members wanted more. They wanted collective bargaining. A leader named Jerry
