on any lawful content now, but only pay creators once their AI products start
making money. A new committee proposes a blanket license for all training data,
no individual negotiations, and royalties set by a government-appointed panel. They also want
a centralized group CRCAT to collect and distribute the money, plus a giant
creator database to track works. If this lands, India could become the first major
market with a structured 'train now, pay later' model, something Big Tech might actually accept
given India’s massive linguistic diversity. And this could set a global precedent fast.
