In September 1864, the Maritimes held a conference in Charlottetown, PEI,
to discuss the idea of Maritime union. Even though the Canadas were not Maritime colonies,
the leading politicians still managed to get an invitation. The Maritimes were convinced to consider
the idea of a union, scrapping their original plans. In October 1864, a second conference
was held in Quebec City, with Newfoundland included. They met for three
weeks to discuss how power would be shared as well as other details. The delegates voted
mostly in favour of the Quebec Resolutions. They agreed on the following: A federal constitution,
meaning that there would be a government for the whole country, as well as each province.
