Philadelphia has a secret system of underground tunnels connecting City Hall to nearby buildings
that most people have no idea exists. These tunnels were built in the early 1900s and are still
used today by city officials. But here's what blows my mind. There's a massive
statue of William Penn on top of City Hall that held a gentleman's agreement for decades.
No building in Philly was allowed to be taller than his hat. This unofficial
rule kept the skyline respectful until 1987 when One Liberty Place broke it. Locals say that's
