The world actually has a rulebook that stops countries from destroying each other.
It is called the UN Charter and it basically makes starting a war illegal unless it is strict
self-defense. We literally have laws for combat called the Geneva Convention that
say you cannot target civilians or hospitals. If a leader commits genocide or war crimes,
the International Criminal Court can actually hunt them down and put them on trial.
We even have the Responsibility to Protect, meaning nations have to step in
to stop mass atrocities. It is messy, but without these rules, we would be living
in total anarchy.
