The US government is basically a constant power struggle, and it was designed that way.
The Founders argued nonstop. Federalists wanted a strong national government,
while Anti-Federalists feared it, demanding a Bill of Rights. This created federalism—a
permanent tug-of-war between federal and state power. The feds have their listed powers,
states have theirs, and they share some. To get what it wants, the federal government uses money,
offering block and categorical grants with strings attached. This whole system of checks,
balances, and shared power is meant to keep anyone from getting too powerful.
So this constant fight isn't a bug; it's a feature.
